Is Islam Compatible with the U.S. Constitution?

At a time when public discussion about Islam is increasingly shaped by misunderstanding, political rhetoric, and growing hostility toward Islamic beliefs and practices, the need for thoughtful, informed public engagement has never been greater.

Across the United States, legislative efforts targeting Sharīʿah, persistent misconceptions about Islam, and increasingly polarized public discourse have made it essential for qualified Muslim scholars to engage these questions openly, confidently, and with intellectual rigor.

It was in this spirit that the Lamppost Education Initiative organized a rare and historic dialogue inside the Rayburn House Office Building on Capitol Hill on June 23rd, 2026 in Washington, D.C., bringing one of the most important conversations facing Muslims today directly into the halls of American government.

The following article provides the background behind this historic Capitol Hill dialogue, explaining why it was organized, the significance of the discussion, the scholars and participants involved, and the circumstances that made the event possible.

Rather than speaking only to audiences already sympathetic to Islam, we sought genuine engagement with those who have publicly criticized the faith.
Invitations were extended to approximately thirty critics of Islam, along with other prominent commentators, academics, journalists, and public intellectuals representing a broad range of perspectives, inviting them to engage in an open, substantive, and intellectually honest discussion. While many expressed appreciation for the invitation, the overwhelming majority ultimately declined to participate. Nevertheless, the dialogue proceeded with those who accepted, resulting in a thoughtful and substantive exchange of ideas on one of the most important questions facing Muslims and Americans today.

The Lamppost Education Initiative believes that genuine dialogue requires knowledgeable participants willing to defend their ideas publicly, respectfully, and with intellectual honesty. Islam has never feared sincere inquiry, and difficult questions deserve thoughtful, evidence-based answers rather than slogans or ideological echo chambers.

In planning this event, we also had to consider the realities of today’s public climate. Because discussions involving Islam have become increasingly contentious in today’s political environment, we made the deliberate decision not to broadly publicize the event or announce the participants in advance. We were mindful that organized opposition to Islam could seek to pressure congressional offices or event organizers to cancel or disrupt the program before it took place. By limiting advance publicity until after the discussion had been successfully recorded, we sought to protect the opportunity for a meaningful and substantive exchange of ideas.

Although Robert Reilly, author of the influential and widely discussed book Closing the Muslim Mind, was ultimately unable to participate, the central arguments presented in his work remained at the heart of the discussion. Throughout the dialogue, the Lamppost Education Initiative’s Founding Director, Dr. Abdullah bin Hamid Ali, carefully addressed Mr. Reilly’s metaphysical and theological claims concerning the alleged incompatibility of Islamic orthodoxy with Western civilization and constitutional government.

Holding this dialogue on Capitol Hill was itself significant. It reflected our conviction that conversations about Islam should not be confined to classrooms or community centers, but should also take place wherever public ideas are formed and public policy is debated. Muslims should participate confidently in these conversations by presenting Islam through qualified scholarship, sound reasoning, and principled engagement.

Inside the Dialogue

The dialogue brought together Muslim scholars, Christian commentators, academics, journalists, congressional staff, students, and members of the public for more than two hours of thoughtful discussion concerning Islam, constitutional government, religious liberty, and the role of faith in the American public square. The atmosphere remained serious, respectful, and intellectually engaged throughout the event.

Conclusion

The Capitol Hill dialogue demonstrated that serious public engagement on Islam is both possible and necessary. Rather than avoiding difficult questions or retreating into ideological echo chambers, our scholars entered the public square with confidence, scholarship, and principled conviction. The discussion showed that thoughtful disagreement, respectful dialogue, and intellectual honesty remain possible even on issues that are often marked by misunderstanding and polarization.

For the Lamppost Education Initiative, this event represents more than a single successful program. It reflects our ongoing commitment to bringing authentic Islamic scholarship into important public conversations and ensuring that qualified Muslim voices are present wherever ideas are debated and public policy is shaped.

We pray that this dialogue will encourage many more opportunities for meaningful engagement, deeper understanding, and respectful conversations grounded in knowledge, wisdom, and integrity.

Dr. Umar Johnson is known for his controversial and perceived pro-Black stances. His statements above is indicative and common amongst many Black orientalist who attack Islam with claims about its ‘Arabness’. Dr. Abdullah bin Hamid Ali addresses Dr. Umar’s comments with some wonderful reflections on the reality of Islam

“I saw how we completely ignore Black people’s problems, we completely ignore Black culture, We completely ignore Black reality. It was all Islam, learn your Arabic and I’m like-I’m a practicing Arab-I’m not practicing Islam, I’m practicing Arabism. Why I got to learn arab language to worship God, why I got to eat like the Arab to worship God, why do I have to dress like the Arab to worship God…”

Dr. Abdullah bin Hamid Ali response:

“Well, Islam is called “submission to God’s will.” And if God expects you to speak a certain language to worship Him, you surrender inasmuch the same way that Abraham—upon him God’s blessing and peace—did when he was expected to sacrifice his son.

Secondly, it seems that Dr. Umar is very comfortable speaking and worshipping God in English rather than a language indigenous to Africa. That’s if you worship God at all. Are you guilty of adopting white English culture because of that?

Thirdly, plenty of Africans speak Arabic and didn’t feel it beneath them to learn it. And that didn’t make them feel inferior to Arabs. They did it because they wanted to understand God’s holy book and to speak the lingua Franca which connected them to the global community of Muslims. Fourthly, Arabic is the language of Muslim ritual and scholarship. Just as Catholics use Latin during their mass, Muslims use Arabic during our ceremonial prayers. Of course, that doesn’t mean we’re just modeling ourselves after Catholics. Beyond the ceremonial prayers, one is free to supplicate God in one’s native language; you can ask God for whatever you want from the heart. No need to speak Arabic for that. This is just the nature and norm of ritual. Doesn’t mean you’re becoming an Arab or worshipping them. God judges people by the content of their character and state of their hearts.

Fifthly, you are not required to eat and dress like an Arab to be Muslim. It sounds like childhood trauma is what led you to leave Islam. Lastly, there are plenty of Muslims and scholars who write and speak about the concerns of black people. Look up Dr. Sherman Jackson and his works for example. I even have a book entitled, “The Negro in Arab Muslim Consciousness.” There are also others. Come back to Allah, Dear brother.

Martyrdom is not a military strategy:

This one is going to sting a little: Too many Muslims have, unfortunately, become accustomed to interpreting failure as success and success as failure. For example, some showcase Imam Hussein’s—Allah be pleased with him—challenge of Yazid’s authority and King Faisal b. ‘Abd al-‘Aziz’s—upon him Allah’s mercy—oil embargo against the West as decisive victories for Muslims and Islam. And in one sense they are stories of success inasmuch that martyrdom for a righteous cause results in the finest reward with God. On the other hand, both cases are examples of political failure because neither achieved their worldly goals. So, an appeal to them as ideal models of the proper way to overcome a political impasse may be no better than celebrating the Queen of Sheba’s offer of tribute to Solomon—upon him Allah’s peace—as an example of wise female leadership. One forgets that the offer did not appease Solomon. She was compelled to surrender authority to him on his terms.

Imam Hasan—Allah be pleased with him, on the other hand, did have a successful political career and united the Ummah after abdicating his authority in order to spare the lives of Muslims. But compromise on that level seems cowardly and treacherous to many today.

Before Badr, the Prophet—upon him Allah’s blessing and peace—anxiously begged Allah not to allow his small group of followers to die that day. The reason he gave was that, “If this party of the people of Islam perish, You will never be worshipped on Earth ever again.” No statement could be truer at that moment considering that Muhammad—upon him Allah’s blessing and peace—was God’s final messenger. And if his followers were annihilated—and him along with them—the final phase of God’s direct communication with humanity would have expired with no hope for spiritual revival and preservation of the divine commandments.

It is only when we become confused about the purpose of our existence and choose worldly pursuits over the enjoyment of God’s pleasure that such acts could be glorified.

Self mastery, forbearance, endurance, and the suppression of rage are not signs of weakness. Nor are they signs of failure. If someone could present me with a statement from Allah or His messenger to the contrary, I promise to retract this claim. Success is found in self control which helps us think clearly and strategize wisely, not in desperate acts that push us further away from our worldly goals.

It’s difficult to act contrary to one’s nature. It’s why history’s greatest heroes are celebrated due to the feat of overcoming their natural impulses. Speaking truth in the presence of a tyrant is the greatest jihad precisely because one’s fate is uncertain.

There’s nothing greater than a martyr’s death. But martyrdom is not a legitimate goal of military engagement. The goal is to win. This was understood by all great Muslim jurists in Islamic history. It’s why they allowed for one to flee the battlefield when the enemy outnumbers us by more than twice our size. It’s why scholars like Al-‘Izz Ibn ‘Abd al-Salam—upon him Allah’s mercy—stated that accepting defeat is required when it proves impossible to score a major blow against the enemy. It is also why when asked if a religious man placed over the army who lacks knowledge of military strategy is better than one who does know strategy but is impious, Imam Ahmad—upon him Allah’s mercy—responded that the latter is better. Why? Because the goal in war is to win. His lack of piety is not an obstacle to that, while the other’s lack of expertise exposes the army and Ummah to great loss.

He holds a Ph.D. in Cultural and Historical Studies in Religion (2016) and an M.A. in Ethics and Social Theory (2012) from the Graduate Theological Union. He obtained his B.A. (ijaza ‘ulya) in Islamic Law (Shariah) from the prestigious Al-Qarawiyin University of Fes, Morocco in 2001. He served as full time Islamic chaplain at the State Correctional Institute of Chester, PA from 2002-2007, and is the founding director of the Lamppost Education Initiative. He currently serves as an Associate Professor of Islamic law and Prophetic Tradition at Zaytuna College in Berkeley, California. His research interests include the interconnection between law and identity formation, comparative Islamic law, and Islam’s role in the modern world.
